As the CIRT investigation into the officer-involved shooting continues, we’d like to share some additional information with the community.

Shortly before midnight on November 30, a Loveland Police Department officer responded to the area of Highway 402 between S. St. Louis Avenue and Boise Avenue following reports of a single vehicle rollover crash.  The vehicle had come to rest on the driver’s side and one adult male was inside the vehicle.  The officer saw the man holding a pistol and gave commands for him to drop the weapon.  The man did not comply, fired his weapon, and the officer fired multiple times at the man.  The man was pronounced deceased at the scene.

A second Loveland Police Department officer arrived at the scene as the shots were fired.  That officer did not fire their weapon.

The Larimer County Coroner’s Office identified the decedent as 40-year-old David Matthew Harper of Fort Collins.  Information from the Coroner’s Office regarding cause and manner of death is available here - https://www.larimer.org/spotlights/2019/12/04/november-30-2019-loveland-death-highway-402

The Loveland Police Department will release the name of their involved officer when appropriate.

Anyone with information regarding this incident is asked to call Colorado State University Police Department Detective Sean Fitzpatrick 970-517-3355.

The original press release issued by the Loveland Police Department is attached.
