This is a general summary of topics discussed at the meeting and not verbatim or official, recorded minutes.

In November, Linda Hoffmann, County Manager, and Josh Fudge, County Budget Director shared an overview with citizens of the Proposed 2019 County Budget.

The theme of the 2019 budget is capital improvements that have been in a holding pattern for several years after the recession, Fudge said. With an improved economy and population continually increasing, the county’s infrastructure will need to keep pace to provide quality service. In the last census count in 2010, the population of Larimer County was 299,630. The current estimate is 343,976.

Linda Hoffmann explained the money comes from property taxes, federal and state grants, and sales tax. Larimer County receives approximately 29 percent of property taxes collected, which comprises almost all of its discretionary funds.

Some highlights of where the money will go in 2019:

Jail and courtroom expansions
Felony cases are on the rise, according to the District Attorney’s office, and the jail has reached its capacity, with inmates regularly sent to another county for holding. The expansion will help improve efficiency and safety. The design phase is now in its beginning stages.

Behavioral Health Services and corresponding new facility
The sales tax for this development was approved in November’s vote, with the collection to begin in January. In the first year, the design and early construction of new facility will commence, likely to be located at Taft Hill and Trilby Road. In the second year, construction will continue with projected completion in mid-2021. At that time, the facility is expected to be paid off and more money put toward services.

Fleet vehicle facility improvements
Hoffmann explained that the current fleet shop is in disrepair, with the 2nd floor having been condemned about a decade ago. The rebuild will allow for more equipment to be stored indoors and better service and maintenance on the vehicles.

A new morgue facility for the Coroner
Finally in process after decades of their department working out of rented space. This will be located near the jail to facilitate coordination with police, sheriff and District Attorneys’ offices.

Budget Process Finalization Timeline Nov/Dec

  • November 5, 2018: Budget Hearing held in Fort Collins.
  • November 8, 2018: Budget Hearing held in Estes Park.
  • Dec 11, 2018: At the Commissioners’ Administrative Matters Public Meeting, any final proposed changes will be presented.
  • December 20, 2018: Budget Adoption Scheduled. This year will include adjustments made for the Behavioral Health facility that was just approved in November’s vote.
