PURPOSE: To
acknowledge the Larimer County Sheriff's Department, as a law
enforcement agency, has special considerations about personnel
management not common to other County Departments and that clarify
what policies within the Sheriff's Department will be within the
authority and responsibility of the Board of County Commissioners.
POLICY:
- The Board of County Commissioners acknowledges
the Larimer County Sheriff's Department, as a law enforcement
agency, has special considerations about personnel management
not common to other County Departments.
- Because of these special considerations,
the personnel policies of the Larimer County Sheriff's Department
that were in effect on April 8 1992, shall apply to all employees
of the Sheriff's Department except for the following which shall
remain under the authority of this Board:
- All matters concerning job classification;
- All matters concerning compensation, pay,
and overtime;
- All matters concerning the establishment
and amount of all fringe benefits including, but not limited to,
sick pay, sick leave, group insurance, retirement plans, vacation,
and other paid and unpaid leave.
- Sheriff's Department policies concerning
hiring, discipline, and discharge may be amended after informing
the Board of the Sheriff's intention to do so.
- It is the intention of the Board of County
Commissioners that the Sheriff's Department should use the Larimer
County Human Resources Department as a consultant on all personnel
policy matters. It is not necessary for the Sheriff's Department
to obtain the approval of the Larimer County Human Resources Director
to create or amend the Sheriff's Department that the Sheriff avail
himself of the resources that are available through the Larimer
County Human Resources Department prior to making any changes
in the personnel policies of the Sheriff's Department.
- This policy may be amended or rescinded
by this Board at any time in its discretion.
- The applicability of personnel policies
within the Sheriff's department shall be as outlined in the RESOLUTION
REGARDING SHERIFF'S DEPARTMENT POLICIES (attachment 1) adopted
by the Board of County Commissioners on April 29th,
1992.
