WILL WORK SWING SHIFTS, OVERNIGHT SHIFTS, WEEKENDS, AND HOLIDAYS.

MUST BE 21 YEARS OF AGE.  MUST PASS A CRIMINAL BACKGROUND CHECK.

 

Performs professional and technical human service related work in a Community Corrections Program within the Health and Human Services Division.  This Court Services Specialist position will serve in the Pretrial Release Services Program.  Composed of the Intake and Supervision units, Pretrial Release Services conduct Intake Bond Interviews, make appropriate recommendations for Bonds, serve as sworn Bond Commissioners, conduct initial assessments, initiate application for Court appointed counsel and supervise and monitor conditions of bond for defendants charged with Felony and/or Misdemeanor offenses.

 

ESSENTIAL FUNCTIONS:  The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required.  The organization retains the right to modify or change the duties or essential functions of the job at any time.

·         Interview felony and misdemeanor defendants for the purpose of establishing and verifying residence, family ties, employment, and past criminal history to assist the District and County courts in setting appropriate bail bonds; assess risk factors.

·         Secure clients information from the Colorado Crime Information Center/National Crime Information Center, and Colorado Judicial Information System; verify whether or not the defendant has a past criminal history; gather and include all information in the report submitted to the County/District court system.

·         Supervise clients ordered by the court to be placed under Pretrial Release supervision to ensure appearance for scheduled court hearings and compliance with all court ordered conditions of bond; report defendant’s compliance, or noncompliance, to the Courts, District Attorney, and Defense Council.

·         Initiate and maintain a large caseload monitoring client performance including documentation of service delivery and client activity; prepare bond applications for court proceedings and prepare written reports indicating the client’s compliance or noncompliance with court orders; attend court hearings for the purpose of gathering and clarifying information to the District/County courts regarding the Pretrial Release & Useful Public Service/Alternative Services programs; testify as necessary.

·         Provide services to program clients which may include assisting and counseling clients, assessing individual client needs, adaptation of services to suit client needs, facilitation of application procedures, following up on client services, and resolving problems.

·         Assess drug, alcohol, and mental health treatment needs via various screening, assessment and evaluation tools; administer breathalyzer and urine testing on an as needed basis.

·         Monitor clients while under Community Supervision; maintain professional contact with community monitoring agencies, conduct random employment checks and home visits/searches as appropriate.

·         Provide crisis intervention.

·         Recommend the type of bond and conditions of bond to ensure court appearance and community safety.

 

OTHER DUTIES: 

·         Perform other duties as appropriate or necessary for performance of the job.

 

KNOWLEDGE OF:

·         Modern office practices and procedures including Microsoft applications.

·         Principles, practices, and objectives as related to counseling and interviewing in a criminal justice program.   

·         Record keeping and reporting procedures in a judicial system.

·         Principles, practices, and objectives as related to human behavior.

·         Practices and procedures of the Justice System, including common provisions and requirements for arrestees.

·         Read and comprehend department and County rules, regulations, policies, procedures, and standard operation procedures.

·         Working knowledge of Colorado Criminal Justice procedures and the Colorado Revised Statutes pertaining to criminal law.

 

ABILITY TO: 

·         Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.

·         Provide professional customer service to clients and public.

·         Communicate clearly and concisely, both verbally and in writing.

·         Quickly and efficiently use a computer to maintain client records.

·         Maintain sensitive and confidential information.

·         Respond effectively to conflict situations and to people in conflict.

·         Effectively and efficiently use a personal computer to access and enter client information.

·         Prepare grammatically correct reports for the Courts prepared to judicial standards.

·         Spanish communication, orally and in writing, is preferred but not required.

·         Prior Pretrial Release Services experience preferred, but not required.

·         Must demonstrate the knowledge and skills to become sworn as a Pretrial Services Bond Commissioner within six months of hire.

 

 

 

EXPERIENCE AND EDUCATION:  Any combination of experience and training that would likely provide the required knowledge and abilities may be qualifying.
Experience: 

·         Two years of experience in a directly related field or in the performance of similar duties and responsibilities within the adult Criminal Justice system.

Education: 

·         Bachelor’s Degree or equivalent, from an accredited college or university with major coursework in Human Services, Psychology, Criminal Justice, Sociology, or a related field.

Licenses/Certifications:

·         Possession of, or ability to obtain, a valid Colorado Driver’s License.

·         Possession of, or ability to obtain, Motivational Interview training.

·         Possession of, or ability to obtain, crisis intervention training.

·         Possession of, or ability to obtain, suicide prevention training.
