                     POSITION TITLE:   ACCOUNTING TECHNICIAN I

               POSITION NUMBER:   CLR.1405

                         DEPARTMENT:   CLERK & RECORDER

                STARTING SALARY:   $13.39 - $15.06 PER HOUR (DOQ)

Under general supervision, performs responsible accounting support and administrative work in the preparation, processing, maintenance, and verification of accounting documents and records directly related to Motor Vehicle, Recording, and Election transactions within the Clerk and Recorder’s Office and performs related duties as assigned.

 

ESSENTIAL FUNCTIONS:

·         Review balancing of, and/or balance daily cash receipts for all Clerk and Recorder departments, including Motor Vehicle, Recording, and Elections; examine receipts and transactions for accuracy and completeness; resolve and/or assist in resolving discrepancies; prepare daily deposits as directed and within scope of authority.

·         Compile accounting and financial reports as directed.

·         Utilize computer technology to enter and retrieve data and a variety of information from the State Motor Vehicle computer system, the Recording OnCore system, and Larimer County’s Oracle Financial Management System; maintain spreadsheets and computer reports; use word processing software to type correspondence and complete reports.

·         Review, process, input, and distribute checks for refunds for customers; respond to customer inquiries regarding refunds, researching if necessary; work with Finance to ensure appropriate processing; write appropriate correspondence to customers.

·         Process personalized plates as received from the Department of Revenue; notify customers with appropriate written correspondence; respond to customer inquiries regarding personalized plates.

·         Batch motor vehicle titles; verify information on and attach labels to security agreements; categorize titles and mail to the State. 

·         Archive by scanning accounting records and long term security agreements.  

·         Process and collect non-sufficient funds checks for all departments in the Clerk and Recorder’s office; write appropriate correspondence to customer.  Respond to customer questions and complaints.

·         Cross train to learn and carry out other Accounting Technician responsibilities and provide back up support to other Accounting Technicians.

·         Provide accounting assistance to other personnel of the Clerk and Recorder’s office.

·         Make suggestions for changes to accounting procedures within the Administration Department of the Clerk and Recorder’s office as appropriate.

OTHER JOB FUNCTIONS: 

·         Perform other duties as appropriate or necessary for performance of the job.

·         Work in any Clerk and Recorder department as necessary.

QUALIFICATIONS:

Knowledge of:

·         Some knowledge of personal computer systems and basic office equipment, such as fax machines and copiers.

·         Knowledge of office systems, practices, and administration.

·         Basic knowledge of accounting or bookkeeping practices and methods.

Ability to:

·         Use 10-key calculators by touch with speed and accuracy.

·         Type, enter, and retrieve information with reasonable speed and accuracy; ability to compile data into reports.

·         Review information in order to identify discrepancies.

·         Learn and understand technical terms pertinent to the issuance of Motor Vehicle titles and registrations.

·         Learn scope and application of laws and regulations pertaining to Motor Vehicle licensing programs.

·         Perform duties independently without close supervision.

·         Interpret, enforce, and apply Federal and State of Colorado laws, and Larimer County Clerk & Recorder rules, regulations, policies, and procedures.

·         Provide professional customer service to clients and public.

·         Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.

·         Read, understand, and interpret instructions, both orally and in writing.

EXPERIENCE AND TRAINING:  Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
Experience: 

·         Experience in a directly related motor vehicle processing or accounting field or in the performance of similar duties and responsibilities.

Training: 

·         Equivalent to the completion of the twelfth grade, with additional accounting coursework.
