                     POSITION TITLE:   ACCOUNTING TECHNICIAN II

               POSITION NUMBER:   HAE.1392

                         DEPARTMENT:   HEALTH & ENVIRONMENT

                STARTING SALARY:   $14.79 - $16.64 PER HOUR (DOQ)

THIS POSITION REQUIRES A COLORADO BUREAU OF INVESTIGATIONS BACKGROUND CHECK.

 

Performs a variety of accounting clerical work and customer service functions for the Department of Health and Environment.  Performs cashiering functions in a daily public contact environment.

 

ESSENTIAL FUNCTIONS:

·         Collect and process fees, issue receipts.

·         Balance cash drawer daily and prepare deposits.

·         Collect payments over the counter and through the mail.

·         Prepare and process a variety of bills and invoices.

·         Examine and verify that entries, postings, and totals are accurate and supporting documents are included in reports.

·         Prepare and run necessary reports.

·         Ensure that fees are accurately reflected in client accounts, according to established guidelines.

·         Provide assistance in a lead capacity to other staff performing cashiering functions for the Department in Fort Collins and in other satellite sites (Loveland, Estes Park).

·         Post a wide assortment of information to records.

·         Maintain files of correspondence, records, and other documents.

·         Prepare financial and statistical reports.

·         Prepare fiscal data for use in budget preparation.

·         Perform customer service duties for the department on a regular basis; interpret County/departmental policies, rules, and regulations in response to inquiries; conduct necessary research; route inquiries appropriate for more complex matters and interpretation issues.

·         Respond to employee and citizen complaints and inquiries.

·         Serve as a receptionist as assigned.

·         Enter data into computer systems or databases (cashiering system, Medicaid, and other third party insurance billing systems).

·         Review and check records, forms, and other documents for accuracy, completeness, and conformance to rules and regulations.

·         Receive, sort, and distribute incoming and outgoing mail; operate a calculator and other office appliances; perform a variety of general clerical and typing work; perform related duties as assigned.

OTHER DUTIES:

·         Perform other duties as appropriate or necessary for performance of the job.

·         Perform customer service duties, as needed, in the issuing and processing of vital records.

QUALIFICATIONS:

Knowledge of:

·         Basic methods, terminology, and practices of bookkeeping and financial recordkeeping.

·         Mathematical principles and procedures.

·         Modern office practices and procedures.

·         Data processing operations related to the maintenance of fiscal records.

·         County fiscal systems and procedures.

Ability to:

·         Perform difficult and responsible clerical work.

·         Post financial data and make accurate mathematical calculations.

·         Provide professional customer service to clients and public.

·         Maintain sensitive and confidential information.

·         Interpret and apply a variety of organizational policies and procedures.

·         Operate a ten-key calculator.

·         Type at a speed necessary for adequate job performance.

·         Understand and carry out oral and written instructions.

·         Establish and maintain effective work relationships with County staff and the general public.

·         Perform duties independently, without close supervision.

·         Operate bookkeeping, calculating, and data processing equipment.

EXPERIENCE AND TRAINING:  Any combination of experience and training that would likely provided the required knowledge and abilities is qualifying.

Experience:

·         One year of experience comparable to a Larimer County Accounting Technician I, in a directly related field, or in the performance of similar duties and responsibilities.  Experience with public contact and/or cashiering experience highly preferred.

Training:

·         Equivalent to the completion of the twelfth grade, supplemented by specialized bookkeeping course work.

·         Successful completion of Vital Statistics training within 90 days of hire to provide backup to Deputy Registrar.
