Develops,
administers, and monitors the Victim Compensation Program. Determines
eligibility of victims and assists victims in accessing benefits. Prepares
financial reports and ensures the fiscal health of the Fund.
ESSENTIAL
FUNCTIONS:
·
Develop,
administer, and monitor the Crime Victim Compensation (CVC) Fund.
·
Review police or
social services reports to determine whether victim meets all eligibility
requirements established by statute and policy.
·
Assist eligible
victims in applying for and accessing financial benefits including, but not
limited to, medical assistance, funeral assistance, counseling, work loss, loss
of support, and replacement of residential doors, locks, and windows.
·
Determine
possible eligibility from other sources including, but not limited to, private
insurance, Medicaid, or state-sponsored funding and insurance programs.
·
Report financial
information to state and federal government agencies related to the
administration of the Crime Victim Compensation Fund.
·
Prepare and
present information to the Crime Victim Compensation Board, including funding
recommendations and appeal cases; evaluate and award compensation as authorized
by the Board.
·
Write and review
state and federal grant applications; oversee the administration of grant
funds; prepare financial reports regarding grants for state and federal
agencies as necessary.
·
Prepare requests
for reimbursement for each claimant and provider; post all bills by entering
into the victim compensation fund accounts; verify availability of encumbered
funds; prepare monthly payment authorization for Judicial Administrator for
release of checks; prepare payment enclosure letter to service providers as
well as notification letter to victim.
·
Prepare budget
and revenue/expenditure statements and other accounting statements and reports
as required by Division of Criminal Justice Standards.
·
Prepare monthly
fiscal reports for the Crime Victim Compensation Board review; this includes
the activity report, encumbered funds report, previous month statistical
report, and restitution returned to the fund.
·
Prepare an
annual financial program review with projections and changes.
·
Monitor
restitution of the Crime Victim Compensation Fund; notify appropriate legal
staff of restitution to be ordered by the courts, monitor restitution payments
received, and testify in court as needed.
·
Review Board
policies and bylaws; make recommendations to the Board regarding changes to
current policies and specific fund limitations; inform Board of current victim
compensation issues and any effect they may have on the fund.
·
Provide lead
accountability for other employees within work unit, which may include
scheduling, assigning and reviewing work, instructing/training in work methods,
and providing input into hiring and performance evaluation processes.
·
Act as a
resource or expert in program area, providing technical guidance to less
experienced staff.
·
Provide training
regarding victim compensation to other law enforcement agencies and service
agencies.
OTHER
DUTIES:
·
Attend child
protection team meetings with the Department of Human Services; advise
department representatives of any families that may be eligible for
compensation.
·
Prepare media
reports for dissemination regarding payments made by the Crime Victim
Compensation Fund on behalf of crime victims.
·
Act as a liaison
between applicants and the Crime Victim Compensation Board, as well as the
applicant and service providers who may be unwilling to provide services
without verification from the CVC
Administrator.
·
Obtain resumes
from all therapists receiving reimbursement from the fund and review to ensure
that qualifications, as set by the Board, are being met.
·
Review and
revise all victim compensation forms in compliance with Division of Criminal
Justice Standards.
·
May assume
supervisor duties for the Victim Witness Program Manager on a temporary basis
and as assigned.
·
Perform other
duties as appropriate or necessary for performance of the job.
QUALIFICATIONS:
Knowledge
of:
·
Principles, practices,
and objectives as related to program development and administration.
·
Principles,
practices, and objectives as related to the criminal justice system and
processes, law enforcement procedures, and victimization issues.
·
Scope and
application of federal, state, and local laws and regulations pertaining to
victim compensation standards.
·
Basic methods
and techniques of interviewing, crisis intervention, and counseling.
·
Record-keeping
and reporting procedures.
·
Community
resources including medical, social, financial, and residential.
·
Department and
County rules, regulations, policies, procedures, and standard operation
procedures.
·
Budget
management and resource allocation according to governmental standards and
procedures.
·
Standard
bookkeeping practices and methods.
·
Routine software
and business applications including, but not limited to, word processing,
spreadsheets, presentation software, and databases.
Ability
to:

Establish and
maintain effective working relationships with other County employees, representatives
of other agencies and organizations, and members of the community.

Organize
material and present information clearly and concisely in verbal and written
form.

Participate in
the provision of ongoing training for law enforcement, volunteer advocates,
peer educators, and the community at large.

variety of mathematical calculations and provide statistical data.

·

sensitive and confidential information.

Perform duties
independently without close supervision.
·
Write and review
grant proposals.
·

professional customer service to clients and public.
EXPERIENCE
AND TRAINING: Any combination of experience and
training that would likely provide the required knowledge and abilities is
qualifying:
Experience:
·
One year of
experience in a public service or directly related field or in the performance
of similar duties and responsibilities such as accounting, public
administration, or working with victims of crime.
Training:
·
Equivalent to a
Bachelor’s Degree from an accredited college or university with major
coursework in Business or Public Administration, Human Services, or a related
field.
Licenses/Certificates:
·
Possession of,
or ability to obtain, a valid Colorado Driver’s License.
·
Bilingual
(English/Spanish) skills preferred.
