                     POSITION TITLE:   ADULT SERVICES SOCIAL CASEWORKER I OR II (DOQ)

               POSITION NUMBER:   HSD.1360

                STARTING SALARY:   CASEWORKER I: $18.22 PER HOUR 

                                                         CASEWORKER II: $3,489.13 PER MONTH

Provides adult services social casework to aged and disabled adults, or adults unable to protect their own interest.  Initiates court action, prepares required court reports, and testifies in legal cases to advocate for at-risk adults.  Assists clients with financial and medical issues.

 

ADULT SOCIAL CASEWORKER I:

ESSENTIAL FUNCTIONS:

·         Assess allegations and safety risks of referral cases to include receiving referrals, completing intake and assessment forms, and conducting interviews with family and victims.

·         Research and assess resources, finances, and living situation.

·         Design treatment plans to address and facilitate family involvement and available resources, establish management of funds, and coordinate client services and referrals.

·         Provide crisis intervention and on-going counseling as needed to assist clients in decision making and problem resolution; provide family mediation; act as advocate for client.

·         Coordinate client services and safety with other County departments and collateral professionals and agencies (i.e. law enforcement, medical and mental health personnel, and legal professionals).

·         Initiate court action to establish guardianships and conservatorships; prepare initial and annual court reports; monitor guardianship clients to assure basic and personal needs are met.

·         Initiate Social Security and Medicaid Services for clients to receive benefits.

·         Set-up and manage Representative Payee cases and funds; pay client bills and manage budget and related money matters.

·         Prepare and present case information and documentation to the Courts, state review proceedings, and for communications with attorneys and/or other professionals; testify in court as an expert witness.

·         Attend seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field; review professional journals, attend association and professional meetings; and otherwise maintain contacts with professionals to facilitate exchange of information.

OTHER JOB FUNCTIONS:

QUALIFICATIONS:

Knowledge of:

·         Principles, practices, and objectives as related to case management, risk assessment, crisis intervention, and counseling in adult protection and casework programs.

·         Mental health and personality disorders and treatment practices.

·         Scope and application of laws and regulations pertaining to local, state, and federal medical and financial assistance programs.

·         Routine software and business applications including, but not limited to, word processing, spreadsheets, presentation software, and databases. 

·         Community resources and local, state, and federal programs for at-risk and disabled adults.

·         Methods of personal funds budgeting and financial management.

Ability to:

·         Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.

·         Assess risk, develop treatment plans, and counsel family and clients on methods of problem resolution.

·         Maintain sensitive and confidential information.

·         Work flexible hours, including holidays and weekends, when performing duties of position.

·         Communicate clearly and concisely, both verbally and in writing.

·         Organize material and present information clearly and concisely in verbal and written form.

·         Read and analyze legal documents, psychological evaluations, medical reports, and related documents for information on clients’ case and needs.

·         Effectively respond to conflict situations and people in conflict.

·         Accomplish the assigned workload in a timely manner and meet established performance standards and objectives.

EXPERIENCE AND TRAINING:  Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

Experience:

·         No direct experience required.

·         Prefer experience working with aging populations in a case management capacity.

Training:

·         Equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in a Human Services, Social Work, Sociology, Psychology, or a related Human Behavioral Sciences field.

Licenses/Certifications:

·         Possession of, or ability to obtain, a valid Colorado Driver’s License.

·         Maintain continuing education hours annually or as required.

 

ADULT SOCIAL CASEWORKER II:  In addition to the duties/qualifications for Adult Social Caseworker I.

ESSENTIAL FUNCTIONS:

·         Investigate and assess referrals for possible abuse, neglect, or exploitation and evaluate need for removal of at-risk adults from home environment.

·         Train less experienced staff in work methods and procedures.

·         Educate the public and community groups on program services.

QUALIFICATIONS:

Knowledge of:

·         Advanced techniques and theories in case management, counseling, and risk assessment including in-depth therapeutic approaches, affecting changes in behavior, dynamics of adult abuse and neglect, and diagnostic assessment methods.

·         Scope and application of laws and regulations pertaining to abuse, neglect, and exploitation of at-risk and disabled adults and establishment of guardianships, conservatorships, and representative payees.

·         Department and County rules, regulations, policies, procedures, and standard operation procedures.

 

Ability to:

·         Perform duties independently without close supervision.

·         Creatively solve problems.

·         Make difficult decisions impacting short and long-term effects on the client.

·         Perform effective public speaking to groups of varied interests and backgrounds.

Experience:

·         At least one year of experience as a professional social caseworker in either a public or private agency after the degree has been earned.

Training:

·         Equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in a Human Services, Social Work, Sociology, Psychology, or a related Human Behavioral Sciences field. A Master’s Degree in one of these areas may substitute for experience.
