                STARTING SALARY:   $5,912.22 - $6,651.25 PER MONTH (DOQ)

Plans, manages, executes, and evaluates the activities of the Rural Land Use Center.  Administers the Rural Land Use Process to assist landowners and neighborhood representatives.  Coordinates activities with other County departments and outside agencies. 

 

ESSENTIAL JOB FUNCTIONS:

·         Plan, direct, control, organize, and execute the activities of the Rural Land Use Center (RLUC).

·         Work to achieve the purposes, objectives, and principles of the Rural Land Use Process; use relevant data to evaluate this process and make a report containing findings and recommendations.

·         Exercise direct, first-level supervision of positions, employees, operations, and activities within the Rural Land Use Division; may include coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommends impacting pay, status, and disciplinary action, evaluating performance independently or in conjunction with a higher-level supervisor/manager, and approving time off.

·         Act as a resource or expert in program area, providing technical guidance to less experienced staff.

·         Provide staff support and recommendations to the Rural Land Use Board (RLUB), the Director of Planning and Building Services, and the Board of County Commissioners.

·         Meet with and assist property owners interested in or using the Rural Land Use Process; disseminate information regarding this process, and assist in developing and processing preliminary land use plans.

·         Meet with and assist property owners interested in exploring options for their rural land, and connecting them to appropriate community resources.

·         Supervise the review and processing of final plats, final development agreements, improvements agreements, site specific development plans, and similar documents.

·         Coordinate with and involve other members of the Planning Division, other County departments, and other reviewing agencies as appropriate; when necessary make referrals to these entities for review and comment on proposed plans.

·         Arrange and hold public meetings and provide public notice on Rural Land Use proposals.

·         Supervise follow-up inspections and take appropriate steps to assure project completion in accordance with approved plans.

·         Develop and manage the budget.  Review and approve expenditures.

OTHER DUTIES:

·         Represent the RLUC and the County in community and professional meetings.

·         Perform special studies and projects as assigned and required.

·         Perform other duties as appropriate or necessary for performance of the job.

·         Establish and maintain community partnerships in order to support the mission of the RLUC.

QUALIFICATIONS:

Knowledge of:

·Principles, practices, and objectives as related to land use planning, site planning, conservation, agriculture in the west, and natural sciences in a Rural Land Use program.

·Water law.

·         Principles and practices of land use planning, zoning, and open space acquisition and preservation programs.

·         Scope and application of laws and regulations pertaining to real estate tax and estate planning programs.

·         Principles and practices of negotiation and mediation.

·         Supervisory principles, procedures, and methods including selection, training, discipline, and evaluation.

·         Budget management and resource allocation according to governmental standards and procedures.

·         Agricultural trends and issues that impact agricultural lands and landowners.

·         Financial aspects of land conservation, including perpetual conservation easement tax implications

Ability to:

·         Understand reality of farmers and ranchers (e.g. their challenges, strengths, weaknesses).

·         Understand agricultural economics, particularly in areas with considerable development pressures such as Front Range of Larimer County.

·         Understand financial aspects of agriculture and land development.

·         Apply RLUP land-use principles in a creative, site-specific way.

·         Conduct community meetings in an informative and collaborative way.

·         Identify and promote “common ground” with different groups.

·         Create new applications, relationships, and collaborations (e.g. biomass fuel production, forestry management arrangements, heritage and environmental tourism, etc.).

·         Be comfortable in farmers’ kitchens and commissioners’ hearing room.

·         Be creative, innovative, and flexible.

·         Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community, including landowners and neighborhood representatives.

·         Communicate clearly and concisely, both verbally and in writing.

·         Organize material and present information clearly and concisely, in verbal and written form.

·         Perform effective public speaking to groups of varied interests and backgrounds.

·         Negotiate or facilitate a win-win development solution for both property owners and the public, using incentives where applicable.

·         Properly interpret and make decisions in accordance with laws, regulations, and policies.

·         Act as an official representative of the County in a professional manner with local, state, and national agencies and organizations.

Experience and Training:  Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

Experience:

·         At least six years of increasingly responsible land use planning, site planning, conservation, or relevant natural resources experience; some agricultural experience and some supervisory and budgetary experience desirable.

Training:

·         Equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in Land Use Planning, Geography, Conservation, Natural Resources, Agricultural Economics, or a related Natural Science field.  Equivalent to a Master’s Degree from an accredited college or university with major coursework in these fields may be substituted for up to two years of experience.

Licenses/Certifications:

·         Possession of, or ability to obtain, a valid Colorado Driver’s License.
