                STARTING SALARY:   ANALYST I:  $4,386.41 - $4,934.71 PER MONTH (DOQ)  

                                                         ANALYST II:  $4,845.32 - $5,450.98 PER MONTH (DOQ)

Coordinates the planning, development, implementation, and system administration functions for business systems in an effort to align information technology solutions with business initiatives.  Responsible for working with internal Division/Departmental staff in identifying information opportunities and practical solutions through the use of existing or new business systems technology.

 

ESSENTIAL FUNCTIONS:

·         Serve as information technology advisor to Division/Department Head or Elected Official and as a member of the Standards Committee.

·         Maintain in-depth working knowledge of the business, policy, statutory, and/or constitutional requirements of their Division/Department.

·         Work with Division/Departmental staff and ITD staff to design and implement long and short-range technology plans for the business area.

·         Meet with Division/Departmental staff, subject matter experts, and ITD staff to properly identify technology and application requirements.

·         Work in a project team to advise Division/Department on application customizations, interface strategies with other County data, and recommend improvements to business procedures, processes, or work flow.

·         Work with Division/Department staff to assess their needs, provide information or assistance, and resolve their problems or satisfy their expectations; know about available products, services, and technologies; is committed to providing quality products and services.

·         Gather, refine, and document business requirements, perform workflow analysis, and perform other tasks necessary to communicate a complete solution to meet the business needs.

·         Represent Division/Department as a Business Analyst on cross-departmental projects to effectively analyze multiple-system requirements, issues, and integration opportunities.

·         Prepare and present system designs, cost benefit analysis, and business cases to the Technical Advocacy Board (TAB).

·         Provide follow-up project status reports to the Technical Advocacy Board (TAB) as required.

·         Work with appropriate ITD staff to insure a proposed solution meets the business need and can be implemented and supported in the County’s ITD infrastructure.

·         Perform application system set up and configuration activities for main Divisional/Departmental software systems with technical assistance as required.

·         Support main Divisional/Departmental software systems and act as vendor liaison for third party systems.

·         Identify application security and access needs for customers; assist with the development of security definitions and profiles; maintain security authorizations; identify and develop recommendations for other system controls.

·         Escalate Division/Departmental specific application issues that cannot be solved expediently to Support Central for resolution.

·         Responsible for non-enterprise software license management in their Division/Department.

·         Work within a project team to identify and produce data quality assurance processes, data extracts, and basic reports for the Division/Department.

·         Provide data to ITD to aid in work measurement and systems studies.

·         Work with ITD to insure qualified staff is available and assigned to appropriate tasks within a project.

·         Plan and work within a project team to develop test scripts and may execute information technology acceptance test plans.

·         Coordinate the project resources in their Division/Department to effectively meet established project deadlines.

·         Serve as project manager for implementation of some non-enterprise information technology projects for their Division/Department; partner with ITD assigned Project Manager for technical tasks and ITD staff resources activities.

·         Develop and produce necessary documentation for non-enterprise systems.

·         Partner with ITD Technology Trainer to identify internal training needs.

QUALIFICATIONS:

Knowledge of:

·         Principles and methods to identify, analyze, and refine functional requirements.

·         Division/Department technology and applications to troubleshoot a variety of problems and improve functionality.

·         Project management methods and techniques including work breakdown structure, scheduling, resource balancing, and managing project critical path.

·         Relational databases and data modeling.

·         Methods and techniques of business process reengineering to improve processes, procedures, and work flow.

·         Principles and models to analyze and develop system test scripts, procedures, and test plans.

·         Data reporting and data extraction tools.

·         Requirements gathering techniques and tools (use case, flow charts, business reports, and flow diagrams).

·         Troubleshooting production issues and in the use of troubleshooting and trace tools.

·         Recognizing, analyzing, and solving software application problems that range from ‘simple to solve’ through ‘somewhat complex to solve’.

·         Information technology techniques that improve systems performance, interoperability, and customer satisfaction like data integration, non-duplication of data sources (understanding of the necessity for data sources-of-authority), data query optimization techniques, and the ability to recognize data or application complexities that require involvement of central IT and/or other Business Analysts.

·         Requirements and analysis techniques, project management, report and data extract tools, and in the use of their Department/Division applications.

·         Preparing documentation and reports which are clear, concise, and presenting information in a well-organized and efficient manner in both written communications and oral presentations.

Skills in:

·         Establishing and maintaining working relationships with both internal and external customers, other employees, organizations, and the public.

·         Structured Query Language (SQL).

·         Designing, testing, and troubleshooting application problems; creating, running, and troubleshooting reports.  Must understand and have considerable use of at least one of the current supported technologies:

 

Web Application Development

Tools (XML, Cold Fusion)

Crystal Reports, Oracle Reports, Oracle Discoverer, data cube tools (DynamiCube), or current alternative county standard software for reporting

Oracle or MS SQL Server

DBMS basics

4th Generation programming language similar to JAVA, PL/SQL, or Visual Basic

·         Gain and maintain the functional expertise to understand the database structures and security for their business area applications.

·         Conduct cost-benefit studies, perform comparative analysis between build-versus-buy alternatives, establish metrics to gauge customer satisfaction and efficiency improvements, and develop appropriate recommendations to build a business case.

·         Plan, organize, schedule, and monitor tasks and resources in order to accomplish established goals and objectives.

·         Work in a team environment with other Business Analysts and ITD technical staff to insure that data or application system interoperability and integration opportunities are explored and recommended to the appropriate board for implementation.

·         Use business analysis tools like use-case analysis, flow charts, work flow diagrams, and business process diagrams to effectively capture and refine requirements.

·         Use County-supported data reporting tools to accurately develop data extracts or reports using standard development, test, and implementation procedures to insure product quality.

EXPERIENCE AND TRAINING:  Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

Experience:

Business Analyst I:

·         At least one year of experience in integrated technology software system development and/or production support team or a directly related field or in the performance of similar duties and responsibilities.  Six months of this experience must include responsibilities for performing business analysis and business requirements gathering.

Business Analyst II:

·         At least two years of experience in integrated technology software system development and/or production support team or a directly related field or in the performance of similar duties and responsibilities.  One year of this experience must include responsibilities for performing business analysis and business requirements gathering.

Training:

·         Bachelor’s Degree in Information Systems, Business Administration, or other related field from an accredited college, university, or equivalent where two years experience can substitute for one year of education.
