EMPLOYMENT
Performs a variety of
processing and customer service duties in accordance with federal, state, and
local statutes in the administration of motor vehicle titles, registrations,
and related documents.
ESSENTIAL FUNCTIONS:
·
Process application and issue
motor vehicle titles and licenses at the counter; determine type of title and
license needed; calculate and collect appropriate sales tax and license fees;
enforce emission and heavy vehicle use-tax programs; verify accuracy of all
documentation submitted and ensure compliance with motor vehicle statues, rules,
and regulations.
·
Respond to customer complaints and
issues and explain statutes, policies, and procedures that apply to each
situation; refer complex problems to managers for resolution.
·
Issue titles, license plates, or
temporary permits according to the laws of the State of Colorado;
check and verify documentation received from the public to make sure it is
legal and correct.
·
Process registrations for
renewals; apply for salvage titles, bond titles, homemade or assigned
identification numbers, and duplicate titles; file second liens on titles as
needed; keep record of all titles and security agreements.
·
Input appropriate information into
computer system to process each transaction; collect fees and charges from the
public; follow up on paperwork rejected by the State.
·
Operate cash tendering system,
maintain cash drawers, and enter check and cash payments accurately to ensure
end-of-day balancing; balance and prepare deposit of individual cash drawer.
·
Maintain assigned inventory.
·
Contact financial institutions or
dealerships regarding customer paperwork; figure all sales tax due.
·
Process all incoming mail; review
documents received for completeness and accuracy; prepare for data entry;
process mortgage mail, renewals, and drop-off work received.
·
Process registrations involving
GVW, SMM, TVW, and the added special requirements for these vehicles.
·
Effectively write and send
correspondence to customers explaining fees, reason for rejection, and policies
and procedures.
·
Maintain files and records
required by Colorado Department of Motor Vehicles.
OTHER DUTIES:
·
Perform VIN
inspections.
·
Perform voter
registration as needed.
·
Issue marriage
licenses and perform oath of honesty as needed.
·
Assist the phone switchboard staff
when necessary.
·
Work at any Clerk & Recorder
office when necessary.
·
Perform other duties as appropriate
or necessary for performance of the job.
Vehicle
Licensing Technician I:
QUALIFICATIONS:
Knowledge of:
·
Modern office practices and
procedures.
·
Routine software
and business applications including, but not limited to, word processing,
spreadsheets, presentation software, and databases.
·
Operation of
standard office equipment including fax machines, copiers, and computers.
Ability to:
·
Follow written and verbal
instructions.
·
Operate and maintain a
computerized database system.
·
Perform mathematical computations
and effectively operate a ten-key calculator.
·
Establish and maintain effective
working relationships with other County employees, representatives of other
agencies and organizations, and members of the community.
·
Provide professional customer
service to clients and public.
·
Communicate clearly and concisely,
both orally and in writing.
Experience
and Training: Any combination of experience and training that would
likely provide the required knowledge and abilities is qualifying.
Experience:
·
One year of experience in a
directly related clerical or customer service field or in the performance of
similar duties and responsibilities.
Training:
·
Equivalent to the completion of
the twelfth grade.
Vehicle Licensing Technician II: In addition to the duties and qualifications of
Level I:
QUALIFICATIONS:
Knowledge of:
·
Use reference materials such as
Polk, NADA, Blue Books, Registration, Title, and Training Manuals.
·
Fundamental
principles of bookkeeping, cashiering, and recordkeeping.
·
Technical terms
pertinent to the issuance of motor vehicle titles and registrations.
·
Scope and
application of laws and regulations pertaining to motor vehicle licensing
programs.
·
Voter registration, recording, and
marriage license procedures at a basic level.
·
Motor vehicle applications required
to complete a motor vehicle transaction on the State computer system.
·
Procedures to
operate microfiche and microfilm readers.
Ability to:
·
Compile and maintain a variety of
computer records and files.
·
Effectively respond to conflict
situations and people in conflict.
·
Perform duties independently
without close supervision.
·
Interpret,
enforce, and apply Federal and State of Colorado laws and Larimer County Clerk & Recorder rules, regulations,
policies, and procedures.
·
Use available references and
research materials.
Experience
and Training: Any combination of
experience and training that would likely provide the required knowledge and

Experience:

Eighteen (18) months of experience
in a directly related motor vehicle processing field or in the performance of
similar duties and responsibilities.
