BOXELDER CREEK REGIONAL STORMWATER PROJECT

Welcome to the Boxelder Creek Regional Stormwater Project - a cooperative effort by numerous public agencies to address stormwater issues in the Boxelder Creek Watershed area.

What's New

Boxelder Authority Board of Directors

Following approval of the Authority, a Board of Directors has been seated. The Board of Directors oversees all aspects of the Authority, including the design, bidding and construction of the improvements, the hiring or contracting for part-time managerial, auditing, legal, engineering and other professional services, and the setting of stormwater fees to be charged within the service area. Board actions will begin following the first Board meetings in November.

Larimer County Stormwater Fees

County staff has begun work on identifying likely Stormwater Fees for areas in unincorporated Larimer County included in the Boxelder Authority Service Area. The fees will generate the monetary obligation required of Larimer County to the Authority. A hearing that includes public comment will be held by the Board of County Commissioners to consider setting rates for stormwater fees on Tuesday, December 9, 2008, at 6:30 pm.

Public Outreach and Information Sharing

As County staff works through the process of identifying stormwater fees, we will keep potentially affected property owners and citizens informed, and welcome input. Newsletters were mailed on November 10, 2008:

A drop-in Open House will be held at the Larimer County Engineering Department November 19-21, 2008, to provide information and answer questions you may have related to the Boxelder Stormwater Master Plan, the new Authority, and potential fee ranges.

FEMA Grant Application

Larimer County, in cooperation with other local jurisdictions, sponsored a Federal Emergency Management Agency (FEMA) Pre-Disaster Mitigation grant application to help fund the first portion of improvements. We are excited to announce that we received word that our application was successful and FEMA has allocated $3 million for this project.

Intergovernmental Agreement

In order to collectively plan, design, fund, construct, and maintain the improvements. Larimer County, the City of Fort Collins, and the Town of Wellington have agreed to form the Boxelder Regional Stormwater Authority. It will serve as the governmental mechanism to implement the Boxelder Master Plan, and coordinate funding, construction, and maintenance. The Intergovernmental Agreement (IGA)that creates the authority was approved by the City of Fort Collins, Town of Wellington, and Larimer County in July.
