The data presented here represent either the rate or number of juveniles arrested, not the number/rate of offenses committed. Individuals are reported in the month and year they are arrested, rather than the date the crime was committed. Several youth can be arrested for the same offense, or one youth can be arrested on multiple offenses, in which case the arrest would be counted only once for the most serious offense. Rates are based on the juvenile population, ages 10-17, in Larimer and Jackson counties (8th Judicial District). All Loveland Police Department (LVPD) rates and numbers for 2003 are estimates based on extrapolations from four months of data the agency submitted to the Colorado Bureau of Investigation. Categories of arrests are:
- Crimes Against Persons: Murder; Manslaughter; Forcible Rape; Robbery; Felony and Simple Assault; Other Sex Offenses; and Crimes against Family and Children
- Fraud/Property Crimes: Burglary; Larceny; Theft; Motor Vehicle Theft; Arson; Forgery and Counterfeiting; Fraud; Embezzlement, Buying/Receiving/ Possessing Stolen Property; and Vandalism
- Alcohol & Drug Offenses: DUI; Liquor Law Violations; Drunk and Disorderly; Manufacture, Sale, Possession, Distribution, and Cultivation of Illegal Drugs/Narcotics
- 'Other' Crimes: Weapons Violation; Prostitution; Gambling; Vagrancy; Curfew and Loitering Violations; Runaways; and Other Violations (not including traffic)

What these data tell us:
Total juvenile arrests decreased 32.4% from 1997 to 2006 (2,249 compared to 3,328). During that same time the juvenile population (age 10 to 17) in Colorado's 8th Judicial District increased by 10%. The reduction is even more significant when considered as a rate, dropping from 129.6 per 1,000 in 1997 to 79.7 per 1,000 youth in 2006.The category of crime with the largest decrease in arrests was 'Property/Fraud', which had a 54% drop in those 10 years. Alcohol and drug offenses comprised nearly one third of all yearly arrests. In 1999, the percentage of total arrests that were categorized as alcohol and drug began exceeding that of property/fraud crime, and that trend continued through 2006.
In addition to decreases in arrests, the rate of cases filed (33 per 1,000 juveniles age 10-17) in 2005 by the District Attorney's Office was the lowest in the past 16 years. Rates did increase slightly in 2006; however, the number of cases filed decreased 27% from 1997 to 2006. Similarly, in 2006 juvenile probation caseloads returned to the same level as the previously reported ten-year low. Actual numbers of probationers decreased by 70 cases or approximately 20% from 2005 to 2006.
Reasons for these juvenile crime trends include the hiring of a Juvenile Investigator to assess and divert appropriate cases from the court system (October 2000), the availability of a new Juvenile Drug Court as a diversion option (January 1999), local support for implementing restorative justice practices (since the late 90's) and the continuing tendency of the judiciary to use local diversionary programs as sentencing options.
