Commissioner's Work Plan - revised January 2008

  • Public Safety and Criminal Justice
    • Partner with the Criminal Justice Advisory Committee in, comprehensive planning to address criminal justice issues, including: alternative sentencing expansion, special populations (such as substance abusers, juveniles and the mentally ill) and jail expansion.
    • Continue efforts to develop coordinated emergency dispatch services.
    • Prepare for the possible addition of additional judges in the 8th Judicial district in 2007 and in the years to come.
    • Safety of our citizens is a major concern; therefore there must be an emphasis on roads, i.e. repair, replacement, new, etc.
  • Implement the Larimer County Strategic Plan
    • Revamp county budget system, addressing priorities of services, levels of service and available resources.
    • Review county benchmarking and compensation model
    • Support customer service efforts in county departments, including ombudsman programs.
    • Develop county communications plan.
  • Transportation
    • Support the formation of a Regional Transportation Authority, in cooperation with municipalities within the Metropolitan Planning Organization (MPO.)
    • Pursue and support an integrated paratransit system within Larimer County to meet the needs of seniors and the disabled community.
  • Land Use
    • Continue to improve customer service in land use regulations through added staff discretion to take administrative actions.
    • Continue the implementation of the Rural Addressing Project.
    • Continue to support and evaluate the County's code compliance process and procedures.
    • Complete the Red Feather special area plan.
    • Investigate use of intra-county transfer of zoning density and/or intensity.
  • Economic Development
    • Support the county Economic Development Pilot Project including the Working Lands projects and agriculturally based economic development in Larimer County.
    • Support the development and use of clean alternative energy in Larimer County, through the clean energy cluster and other partnerships.
  • Parks and Open Lands
    • Continue to explore long term management, maintenance and funding issues for Parks and Open Lands.
    • Adoption of the Parks Master Plan
  • The Ranch
    • Construct and hold grand opening of the 4-H, Youth and Community Building (completed in 2006)
    • Re-evaluate Phase II of the Ranch master plan.
  • Health and Human Services
    • Pursue and support an integrated paratransit system within Larimer County to meet the needs of seniors and the disabled community.
  • Environment
    • Set goals for "green" practices in all county operations including the use of alternative fuels and energy savings practices for county vehicles and buildings.
    • Review and expand recycling in county facilities and consider means to encourage recycling throughout the county.
    • Support legislation and practices to improve air quality in Larimer County.
  • General Government
    • Support preventive wellness efforts in our Human Resources programs.
    • Build the visibility of county government services and policy decisions through increased public outreach and other means.
    • Continue to support the Information Technology Service Delivery Model
    • Support the consolidation and coordination of county databases.
  • Facilities
    • Develop and adopt a Facilities Master Plan
